Individuals with a valid license from:

• USA (states and territories)
• Germany
• Taiwan (driver category only)

Note: If your license is expired, you must take the written and practical exams (no waiting period between exams).

• Form DTOP-DIS-257
• Valid license from the country/state with reciprocity
• Medical certification (DTOP-DIS-260, valid ≤ 6 months)
• Original Social Security or alternates (W-2, SSA-1099)
• Birth certificate (2010 onward) or valid passport
• Proof of address (≤ 2 months)
• Driver record from the country/state of origin

We offer 2 plans, and the cost will depend on which one you choose:

• Regular Processing: $99.00 (standard professional processing)
• VIP Processing: $149.00 (premium service with priority attention)

In addition to extra payments such as stamps and fees calculated according to DTOP regulations.

Stamps required for the process:

• $15 (code 5120).
• $17 (code 2028) if in compliance with Real ID.
• $1 (code 5120, Law 296-2002).
• $2 (code 0842, Law 24-2017).

Your valid license from the country or state with reciprocity will be retained when you receive the Puerto Rico license.

• Valid license: No exams required.
• Expired license: You must take the written and practical exams (no mandatory waiting period).

Estimated processing time of 7 to 10 business days, based on the history of similar cases. However, this timeframe is an estimate and may vary due to factors such as:

• The volume of requests being handled by CESCO/DTOP.
• Additional verification requirements by agencies.
• Updates or maintenance in government systems.
• Official holidays or temporary office closures.
• Extraordinary situations beyond our control.

The initial management and follow-up are carried out completely online. However, CESCO/DTOP may require an in-person appearance for certain procedures according to their current regulations. We will notify you immediately if your specific case requires an in-person appearance.
